Elaine H. Black - President
Ms. Black has been an advocate for community and economic development since the early 1970s. She began her leadership in this work as President of the Ad-Hoc Committee for Logan in Philadelphia, Pennsylvania, where she helped advocate for the creation of the Community Reinvestment Act (CRA) in response to banks failing to invest in urban neighborhoods. She later served on the first Federal Reserve Bank Board overseeing CRA implementation in Philadelphia.Throughout her career, Ms. Black has held numerous leadership roles in banking, government, and community development. Her public service includes serving as Deputy Director of Commerce for the City of Philadelphia and as Executive Director of Tools for Change in Miami.As President of Liberty City Trust, Ms. Black leads efforts focused on strengthening the Liberty City community through initiatives that promote economic development, affordable housing, and job creation. Her work centers on improving the overall quality of life for residents while supporting sustainable community growth.Ms. Black remains actively involved in several organizations that support youth development, housing, and community empowerment. She currently serves as Chairperson of the Board of Directors for Miami Children’s Initiative (MCI), Vice President of the Gwen Cherry Park Foundation, and Secretary of the Florida Minority Community Reinvestment Coalition (FMCRC). She also serves on the Boards of South Florida All Stars (SFAS), the I Have a Dream Foundation – South Florida, the South Florida Community Development Coalition (SFCDC), and the South Florida Realtist Women Council.Ms. Black is a graduate of Virginia Commonwealth University in Richmond, Virginia. She has also pursued studies at Temple University, the University of Pennsylvania, and Florida International University. In 2012, she received a Certification in Community Real Estate Development from the University of South Florida. In 2024 she received the Presidential Lifetime Achievement Award.Ms. Black remains deeply committed to working collaboratively with individuals, organizations, and community partners to strengthen neighborhoods and create opportunities for future generations. She believes that meaningful progress happens when communities work together toward shared goals.

Youth Employment Program (YEP)
Empowering Youth Through Work Experience and Opportunity
Providing meaningful summer employment opportunities, the Youth Employment Program (YEP) helps Liberty City youth build job skills, gain valuable work experience, and prepare for future careers.Through real-world work placements, the program promotes responsibility, career awareness, and personal development while introducing young people to professional environments.
About the Youth Employment Program
The Liberty City Trust Youth Employment Program (YEP) provides summer employment opportunities for youth between the
ages of 14 and 19 who are currently enrolled in high school and reside in City of Miami District 5.The eight-week summer program offers students the opportunity to gain valuable work experience while school is out of session.
Participants are placed with local businesses, nonprofit organizations, and City of Miami parks where they can develop professional skills
and learn the importance of responsibility, teamwork, and workplace expectations. Through hands-on work experiences and guided learning opportunities,
the program helps prepare young people for future employment and long-term career success.
Program Focus Areas
Work Experience

Participants gain practical work experience by serving in real workplace environments with local businesses, nonprofit organizations, and City of Miami parks.
Job Readiness Training

Youth receive training that helps them develop essential workplace skills including professionalism, communication, time management, and workplace etiquette.

build confidence, responsibility, decision-making skills, and

How Y.E.P. Works
The Youth Employment Program operates during the summer months when school is not in session and runs for approximately eight weeks.

Participants are paid bi-weekly for their work
